For his outstanding lifelong dedication and contributions to promoting the development and advancement of S&T as an engineering educator, institution builder, innovator, and administrator. As an expert in industrial engineering, he focused on productivity and quality in programs for MSMEs at the University of the Philippines (UP) Institute for Small-Scale Industries. He was pivotal in DOST programs such as the Manufacturing Productivity Extension Program and played leadership roles in various institutions, including the establishment of the UP National Engineering Center, the DOST Technology Business Incubation Program, and the Philippine e-library Program. His contributions are reflected in co-authored books on “Science for the People” and laws he helped push to be enacted.
